Does online training count for OSHA training requirements?

Quick answer

Not by itself. OSHA says online, self-paced training alone is not sufficient to satisfy its training requirements unless it includes interactive and hands-on components, such as a way to ask a qualified trainer questions and practice on actual equipment (OSHA interpretation letter, July 11, 2019, re: 29 CFR 1910 training requirements).

An employer in New York asked OSHA whether online training programs are acceptable for worker training compliance, and whether workers must sign off on training. OSHA's answer draws a clear line: computer-based training can contribute to a safety program, but "the use of online training by itself would not be sufficient to satisfy OSHA training requirements unless that training contains interactive and hands-on components."

OSHA's reasoning is that effective training requires workers to actually master the material, including safe work practices and equipment use. Trainers must give workers the chance to ask questions and get timely answers, and OSHA states plainly that "online training without interactive and hands-on components would not meet this goal." As a practical fix, OSHA recommends a telephone hotline so workers can reach a qualified trainer during online instruction. Hands-on components matter too, because they let employees work with real equipment under a trainer's supervision and let the employer assess whether workers have actually mastered the skills.

On documentation, the letter offers some relief: "obtaining an employee's signature following training is generally not required by OSHA's standards." That said, OSHA cautions employers to check the specific standard that applies to their situation, since individual standards can carry their own documentation requirements.
